Recall, it will replace the Windows 10 S and will offer the same functionality but without the need to reinstall the system.

That should clear up any confusion around unlocking the full version of Windows, and now it is up to PC makers to decide whether to sell machines with S Mode enabled or not. Despite introduction on the expensive Surface Laptop shown above, Windows 10 S has primarily been found on low-priced machines for the education sector.
We hope this new approach will simplify and make it possible for more customers to start using Windows in S mode: a familiar, productive Windows experience that is streamlined for security and performance across all our editions. It can't be undone, and presumably that could be true for other Windows 10 editions.
