Russian Federation has proposed a new probe body under the auspices of the UN Security Council to determine the perpetrators of the April 2017 chemical attack in Syria that killed over 80 persons.
"Unfortunately, we are still witnessing reports of attacks with the use of chemicals in Syria, the latest on the eastern Gouata on January 13", he added.
During the Security Council meeting, Nebenzia called again for establishing a "new worldwide investigative body which, on the basis of irrefutable information, would be able to establish evidence to identify perpetrators in the use of chemical weapons".
In fact, the administration has simply recognized reality: The United States can not prevent a resurgence of al-Qaeda and the Islamic State, prevent Iran from building bases across Syria, or end a civil war that has sent millions of refugees toward Europe without maintaining control over forces and territory inside the country, just as Russian Federation and Iran do.

Russia's deputy foreign minister, Sergei Ryabkov, accused the US of promoting "rigged, unverified reports" about chemical weapons.
